Roseann Johnson is the Assistant Director of Government Affairs at the Home Builders Association of Metropolitan Portland (HBA). She advocates for housing production and home ownership opportunities at all income levels, with specific geographic focus on Clackamas, East Multnomah and Hood River Counties. Roseann also works closely with the HBA’s big-sibling, Oregon Home Builders Association (OHBA), liaising with state counterparts on legislative land use and housing issues that affect the Portland Metro region and beyond. Additionally, Roseann manages the Portland Metro component of Oregonians for Affordable Housing, HBA’s Political Action Committee (PAC), which supports industry-friendly candidates and policy at the state and local level. Prior to joining the Government Affairs team, she was chair of the HBA’s Portland Building and Urban Development (PBUD) Council, which included several months of HBA contract advocacy on Portland-based development issues. In 2014, Roseann joined her family’s land development and construction business, Bluestone Homes, with a focus on entitlement and land use processes.
Roseann previously worked as a federal contractor for five years, analyzing and coordinating U.S. Department of State and Defense programs. She obtained her Master in Public Administration at the Middlebury Institute of International Studies in Monterey, California where she served as Development Director for a local non-profit. She obtained a BA in International Relations from Willamette University.
