Kelly Thomas, LEED AP BD+C

Kelly Thomas is an Energy Policy Analyst for Oregon’s Building Codes Division (BCD), where he supports energy code development, technical training for local building officials, and conducts the residential energy modeling work behind Oregon’s energy code progression towards compliance with executive and legislative directives. He holds the LEED AP BD+C credential and has co-authored ASHRAE and other technical papers. He currently serves as a voting member of the 2027 IECC Residential Consensus Committee and the 2027 IECC Modeling and Whole-Building Metrics Subgroup, having also served on the Modeling Subgroup during the 2024 cycle. His 30+ years in the built environment include working as a certified HERS and BPI energy auditor overseeing compliance inspections on hundreds of new and existing homes, leading the USGBC-Nevada Chapter, directing energy efficiency programs for the Nevada Governor’s Office of Energy, and managing residential land development for major homebuilders across the Las Vegas Valley.
