Development timelines are crucial to project success and an increasing concern for the development community. Because unnecessary development delays impede the creation of needed housing, it is important to streamline development processes leading to home construction. In this session, the City of Bend will provide an in-depth review of how it implemented House Bill 2306 to do just that. Passed in 2019, HB2306 was designed to reduce development and construction timelines and promote housing production, while ensuring jurisdictions obtain needed public improvements. The bill requires jurisdictions to issue building permits once a subdivision’s infrastructure is substantially complete, meaning it has been inspected, tested and found acceptable. The session will cover key issues to successful bill implementation such as early addressing, permitting prior to final plat, infrastructure acceptance, performance guarantees and developer agreements. Participants will learn creative ways the development community can work with cities and counties as they implement code and administrative changes to ensure HB2306 compliance.
